Yes, this call usually solves the problem.
It can happen if the installation program don't have enough privileges to create a folder in "c:\Program Files". The solution is to "Run as administrator" the cmd.exe and then execute the msiexec (the Microsoft Windows Installer) specifying in the command line the path to the Lands Design installer (the downloaded .msi file).
